How ECLL All-Star Selection Works
ECLL uses a Manager Nomination and Manager Vote process for All-Star team selection.
The ECLL Board does not vote on players and does not determine who makes the teams. Player selection is handled strictly by the division managers working together to form the strongest and most deserving teams.
The league’s role is to mediate and oversee the meeting to ensure the process follows the bylaws.
Below is a breakdown from ARTICLE XXVII – ALL STAR SELECTION of the ECLL Bylaws.
ARTICLE XXVII – ALL STAR SELECTION
Section 1 – Confidentiality
All matters related to All-Star nominations, balloting, and player selection are strictly confidential until official roster announcements are made.
Violation of confidentiality may result in:
Section 2 – Manager Selection
All-Star Managers:

Are appointed by the President
-
Must be approved by a majority vote of the Executive Board (eBoard)

Must be in good standing with ECLL
-
May not manage more than one All-Star team
Managers with a history of disciplinary action or who do not positively represent the league will not be considered.
General Guidelines for All-Star Manager Appointment:

Senior BB/SB – Regular season leader

Junior BB/SB – Regular season leader
-
Intermediate (50/70) BB – Regular season leader

10–12 BB/SB – Regular season leader

9–11 BB/SB – Regular season runner-up

9–11 Futures BB – Determined by eBoard

8–10 BB/SB – Regular season leader

8–10 Futures BB – AAA BB playoff runner-up
These are guidelines, not guarantees. The President and eBoard reserve the right to appoint the manager they believe is best suited.
Section 3 – Coach Selection

Each All-Star Manager may select two coaches.

Coaches must be approved by the Board of Directors.

Coaches must be current managers or coaches from eligible divisions.

All-Star coaches are formally appointed and approved by the President and/or eBoard.
Section 4 – Player Selection Process
Each All-Star team will consist of 13 players.
If a selected player cannot participate, a replacement may be chosen by mutual agreement between the All-Star Manager and the applicable Player Agent.
General Voting Procedure
For most divisions:

Managers nominate eligible players.

Managers may present stats and information supporting their players.

Each manager votes for up to 13 players.

Managers may not vote for players from their own team.

The Player Agent tallies votes.

The top vote-getters are selected.

Ties are resolved through additional rounds of voting among tied players only.
Division-Specific Voting Eligibility
Each division follows the same general voting procedure with the following eligibility rules:

Senior Baseball/Softball – Only Senior players eligible; only Senior managers vote.

Junior Baseball/Softball – Only Junior players eligible; only Junior managers vote.

Intermediate (50/70) Baseball – Only Intermediate players eligible; only Intermediate managers vote.

10–12 Baseball/Softball – Only Major players eligible; only Major managers vote.

9–11 Baseball – Majors & AAA players eligible; only Major managers vote.

9–11 Futures Baseball – Majors & AAA players eligible; only Major managers vote.

9–11 Softball – Eligible 9–11 players; AAA & Major managers vote.

8–10 Baseball/Softball – Eligible 8–10 players; AAA & Major managers vote.

8–10 Futures Baseball – Eligible 8–10 players; AAA & Major managers vote.
For Softball All-Star teams, draft order is determined prior to the draft by the VP, Director of Softball, and Player Agent for Softball.
Section 5 – Who May Be Present
Only the following may attend All-Star balloting:
If a manager cannot attend, one assistant coach may attend in their place.
Only one representative per regular season team may be present.
Section 6 – Disciplinary Action
Disciplinary action during the season may result in forfeiture of All-Star privileges for managers, coaches, or players.
Section 7 – Announcement of Teams
All-Star selections remain confidential until the official District 4 release date.
Managers who release names early will be suspended from further league activity.
Section 8 – Nominations Deadline
Managers must submit All-Star nominations to the Player Agent no later than the last regular season game.
There are no exceptions.
This allows time to verify player eligibility.
Managers may nominate as many eligible players from their team as they choose.
Section 9 – Cross-Team Nomination Option
Each manager may nominate one player from another team in their division if that player was not nominated by their own manager.
