Little League Baseball requires all volunteers to take their abuse awareness training annually. Successfully completing this training is required for a volunteer to participate in the league season. See below for the link to Little League University and the training course.
Wilkes-Barre City Little League requires all managers, coaches, dugout parents, board members, and any other persons, volunteers or hired workers, who provide regular service to the league and/or have repetitive access to or contact with players or teams fill out an application form as well as provide a government-issued photo identification card for identity verification. The league will check name spellings and numbers for accuracy.
Little League Baseball requires all chartered Little League programs to conduct an annual background check on all volunteers who provide regular service to the league and/or have repetitive access to or contact with players or teams. This background check is currently conducted by JD Palatine (JDP) on behalf of Little League International and Wilkes-Barre City Little League.
The laws of the Commonwealth of Pennsylvania require two additional background checks:
(1) A report of criminal history record information from the Pennsylvania State Police or a statement from the Pennsylvania State Police that the State Police central repository contains no such information relating to that person; and
(2) A certification from the department as to whether the applicant is named in the Statewide database as the alleged perpetrator in a pending child abuse investigation or as the perpetrator of a founded report or an indicated report.

Successfully passing each of the three background checks is required for a volunteer to participate in the league season.
The two background checks administered by the Commonwealth of Pennsylvania are valid for sixty months (5 years) from the date of certification. However, if the certification will lapse prior to the completion of the league season, the volunteer must complete and submit the two new certifications to Wilkes-Barre City Little League.
