Recreational Basketball Information 2023-2024

Boys and girls play in a recreational league through Dayton. This league is open to all 3-4 grade players from Banks, Gaston, Dayton, Willamina, Sheridan, Dallas, Yamhill, and Amity . Practices are held in Banks during the week while games are played on Saturdays at various locations.

How will teams be divided? In October (girls) and December (boys), there will be Rec Team Evaluation Clinics. High School coaches will evaluate players and do their best to split teams evenly. Our goal is to have evenly competitive teams. Once teams are divided up, you will be contacted in late October for girls and December for boys by your coach with practice times.

Who will coach? Coaches are welcome to apply online. We welcome and encourage anyone interested to give it a try. No experience required.
Cost? Cost is $75 to play. If your child needs a jersey, it is an additional $25. The same uniforms are used year to year, we encourage you to ask friends and family for outgrown or no longer needed jerseys to help keep costs down.

Commitment level? There are usually 2 practices a week in Banks. All games are played on Saturdays at various locations.. Teams usually play 12 games during the 6 week season.
Girls schedule starts in November and ends in December
Boys schedule starts in January and ends in February
The league will release the schedule prior to games starting.

Recreational League Rules
There is no player minimum to start or finish the game, but one.
Score will be kept for all grades. There must be a home book kept at the Score clock.
No full court press.

3rd grade - The defense is required to stay behind the 3pt line to let the ball come across half court and get offense started. This is only for the first 3 weeks. There is NO LONGER A FREE PASS. In the 4th week defense can pick up at half court. This backcourt rule does not apply to fast breaks. Normal defense can be played on a fast break. If there is a huge discrepancy in score the coaches can agree to a free pass if needed.  

4th grade – No free pass. If the score is a 10 point differential, the coaches can agree to allow a free pass so that the team can get their offense started.
There will be no keeping track of team or personal fouls. 
a. Shooting fouls will result in 2 free throws.
b. Intentional fouls will result in 2 free throws and loss of possession.

Four 8 minute running quarters. The host city will provide a visible clock or announce when two minutes and one minute is left and the last 20 seconds if no clock is provided. There will be no stopped clock with exceptions of time-outs. Overtime shall be 2 minutes. If there is still a tie after 2 minutes the game shall result in a tie. 

Substitutions decided by coaches, but at mid quarter, a 10 second substitution will be called so that a time-out does not have to be taken.

Balls are inbounded at the point where they went out, including under the basket.

Each team will get one 30 second timeout each quarter. Use it or lose it.

Each player is limited to 25 points each – any further points will not count.

The smaller ball (28.5) will be used.

In the first half of the game the referees will use their discretion in calling of traveling, double dribble and 3 in the key only when necessary, and they may warn and award the ball back to the team in violation. The second half of the game will be standing rules, turnovers apply. Referee will still be instructional throughout the game. This will be unless agreement between coaches and referees is made before game time starts.

Play kids as equally as possible. 

Man-to-man defense only during games, no zone defense allowed. A player can help stop the dribbler on the way to the basket, then must return to their own player.
Sportsmanship is essential to all players, coaches and fans. The referee may have the host team remove anyone, player, coach or fan who is not demonstrating good sportsmanship during the game. One verbal warning will be given, on the second warning, the person will be asked to leave the game location.

Host School coaches are to report scores of all games to the supervisor. They in turn will report all scores to Larry Ringnalda. We will hold a tournament the last weekend of games. These games will be seeded by a win/loss record. Medals will be awarded to the winner of each age group. All schools will charge $1 per adult for tournament weekend, money to fund the town programs.

When schools have multiple teams participating per grade level teams may swap players between teams only when they have less than 8 players. This does not apply to the tournament day. Teams may not swap players on tournament day. 

Any coach or fan that is showing disrespect to the volunteers working the game may be asked to leave the gym.

Please remember that all ref’s and time clock/score keepers are volunteers please be kind and respectful to them and remember that no one is perfect!
