Player Membership Instructions (NJYS, Guest, and Secondary)

New Jersey Youth Soccer (NJYS)

MCYSA as a member USYS affiliated league, uses NJYS cards for all competions. Policies and processes associated with coach carding and primary player carding are developed and administered by NJYS. Although, MCYSA Board Members are involved at the NJYS level, NJYS is responsible for maintenance support for these processes. Player Carding

Updated 9/6/18 with clarifications....

MCYSA allows for three (3) ways a NJYS Travel Member Pass can be used for MCYSA Competitions; With a NJYS Travel Member Pass, as a Guest (aka Club Carding) or with Secondary Permission. To follow are some policies and clarifications of each.

1. Member Pass: Players can only have one Travel Member Pass (card) that commits the player to a NJYS team for the entire seasonal year (i.e., August through July). A club may provide a "duplicate" pass to a player at their discretion to reduce administrative burden.

There should be no "dual" or "double" carding where a player has a NJYS membership with two teams or two clubs. Any player found to have multiple NJYS memberships will expose themselves and their teams to discipline action by a competition (NJYS, League, Tournament, etc.) which may include forfeit(s) where a player played in a match, and club/coach/player suspensions.

Solutions to multiple memberships need to be addressed at the club level through the request of the parent. The League should not be involved in resolving these issues between clubs. Any inquiries about Membership should come from a MCYSA League Contact or Club Registrar to maintain consistancy of communications on these policies.

2. Guest: A process by which players can use their Membership Pass to play with another team within their home club. Understand that permissions to utilize this process are managed at the club level. Estimated frequency of use is <0.05% and is designed promote the development of players.

3. Secondary Permission: A process by which a player can gain league permission to play for a second team that does not qualify under the Guest policy. MCYSA has established a policy that follows NJYS's general policy/guidelines for "Secondary Player Passes". This policy is unique to MCYSA competitions and should not be used for non-MCYSA sanctioned events. Estimated frequency of use is <0.15% (150 over 10,000 players) and is designed to provide reasonable flexibility for players to play in with their age and community when they may have a membership in a team at a higher level.

- MCYSA permits secondary permissions at the 11-19U age divisions (not 7U through 10U)

Before the League will review any secondary carding request, permission to play for a secondary team must be provided by the player, a parent, a primary team coach, and the secondary team's club. All need to acknowledge permission on the MCYSA Secondary Player Permission Form, which can be found here (revised 9/6/18): MCYSA 2017-18 blank secondary form final 170906.pdf

- Secondary permissions will be considered for players confirmed to have only 1 NJYS Travel Membership Pass, US Soccer Connect (aka Stack Sports) will be the lone database used for verification. In the event that a player is found to have a more than one Membership Pass or registration or the player membership/ID numbers do not match, the issue will need to be corrected prior to a secondary permission.

In the event that a player, played in a match without an approved transfer, then the player will be subject to a 3-game sit prior to a secondary permission being process, the team the player played for may forfeit each match played without permission, and files may be levied against the club.

- the player primary team must be registtered with a NJYS Member League (e.g. MCYSA, JAGS, MOSA, Mid-NJ, CJYSA, SJGSL, SJSL, Metro, etc.)

- A fee of $20 for the secondary card must be paid to MCYSA prior to playing in the first game as a secondary carded player.

- If a secondary card request is approved, the date of the League Officer's signature on the form will be deemed the effective date on which the player is permitted to play as a Secondary Player on the secondary team.

- On Game Day, the player presents the primary card at check-in along with a copy of the fully approved MCYSA Secondary Player Permission Form. The referee will retain the form and submit it with the Game Day Roster.

- In the event of a scheduling conflict between the primary team and the secondary team, the player must be accountable and play for the primary team before being considered to the secondary team.

- Any suspensions associated with playing on a secondary card may impact the player's availability on both the primary and secondary carded teams if both teams are playing in MCYSA-sanctioned events.

- Players are expected to participate with their primary teams for League Cup. No secondary carded players are permitted to play with their secondary teams in MCYSA League Cup Games 8U-14U).

- See the MCYSA Secondary Player Permission Form for details and limitations on the use of this privilege. If there is any abuse of this policy, the MCYSA Registrar and/or President may impose disciplinary action upon the club, team, or player including but not limited to revoking the ability of the club, the team, the coach in all teams coached, and player from utilizing a secondary permission for all MCYSA competitions.
