2022 TEAM FORMATION RULES – TEAMS MUST FOLLOW THESE RULES TO PLAY IN RCYB

Returning players with returning coaches:  Players and coaches who participated the previous year are to return to their same team the next year, unless they are moving up a division or their team no longer exists (**see returning players without returning coaches).  So an 8 year old, once drafted should stay on that team for all of his Minor years.  An exception can be made for instances when there is extreme conflict between coach/player/player parents.

Returning players without returning coaches:  Occasionally all the coaches for a team move up to the next level, leaving a partial team without a coach.  There are three options in this scenario.  Option 1 (best) the new coaches would be parents from the existing players on that team keeping the roster intact.  Option 2, new incoming coaches take over this team, adding their children to the roster.  Option 3 (worst) these returning players are put back into the draft and most likely will not get to play together.

Players aging up:  Players advancing to the next age level go back into the draft

New teams:  When a new team is formed at any age level, the only players assigned to that team before the draft are the children of the named coaches.  Each team is allowed to have 2 named coaches before the draft.

New Players:  ALL new players at any age level enter the draft for their age level.  This includes all new players to RCYB or any players switching communities.  Exception, new players who already have a sibling on a team automatically get placed on the same roster as their sibling.

New Coaches:  New coaches to a community or coaches moving up an age level will either (at the discretion of the community board they are coaching in) take over an existing team (**see returning players without returning coaches) or start a completely new team (**see New teams).  Exception:  If needed a returning team with only one coach may name a brand new coach as the second coach bringing that coach and adding his child or children to the roster.

Team Transfers:  Full teams cannot transfer from other communities or other organizations as a team.  These are considered new players and therefore must go into the draft.

DRAFT RULES – TEAMS MUST FOLLOW THESE RULES TO PLAY IN RCYB

Draft order:  The draft order is determined by how many players teams have on their roster before the draft.  The team with the fewest players on their pre-draft roster is 1st to draft.  The last team to draft is the team with the most players on their pre-draft roster.  When teams have the same amount of pre-draft rostered players a blind draw is used to determine which team drafts first.

Eligible players:  The draft board consists of all players not already assigned to a team per the team formation rules.  Players can only be drafted if they participate in the “skills check” day.  Those players who do not participate in the “skills check” day will be randomly assigned to teams at the end of the draft per the draft order.  Exception: A community may petition the RCYB board to skip the “skills check” day due to a small amount of players eligible to be on the draft board.

Late registrations:  Players who register after the draft has been completed are assigned to teams based on the draft order

Draft day:  A RCYB Commissioner from a separate community will attend and observe the draft to ensure RCYB rules are followed.  Draft results will then be given to all commissioners via email for their review.

DRAFT EXAMPLE

For this example we will depict a draft with four teams in it.  Here are the circumstances:

Brewers have 8 returning players and therefore has a pre-draft roster of 8 players

Cubs have a pre-draft roster of 5 players

Reds have a pre-draft roster of 5 players

Twins, a new team only has a pre-draft roster of 2 players(the coaches kids)

The draft board has 24 players on it, but Timmy, Johnny, Mikey, and Bobby did not come to “skills check” day

Round 1 – Any of the 20 players who attended “skills check” day can be drafted

Pick #1 – Twins(3) – the 3 means they now have 3 players on their roster

Round 2

Pick #2 – Twins(4)

Round 3

Pick #3 – Twins(5)

Round 4 – the Cubs and Reds must draw cards to see who drafts first

Pick #4 – Cubs(6) – they drew the Ace of spades

Pick #5 – Reds(6) – they drew the 2 of spades

Pick #6 – Twins(6) – they go last this round because they got to pick in previous rounds

Round 5

Pick #7 – Cubs(7)

Pick #8 – Reds(7)

Pick #9 – Twins(7)

Round 6

Pick #10 – Cubs(8)

Pick #11 – Reds(8)

Pick #12 – Twins(8)

Round 7

Pick #13 – Brewers(9) – they go first this round because they have not picked yet

Pick #14 – Cubs(9)

Pick #15 – Reds(9)

Pick #16 – Twins(9)

Round 8

Pick #17 – Brewers(10)

Pick #18 – Cubs(10)

Pick #19 – Reds(10)

Pick #20 – Twins(10)

This would conclude the draft for the 20 players who were at “skills check” day

Round 9 – the 4 players names who did not attend “skills check” day are put into a hat and drawn

Pick #21 – Brewers(11) – Bobby went to the Brewers because they picked his name out of the hat

Pick #22 – Cubs(11) – whomever they drew out of the hat

Pick #23 – Reds(11) – whomever they drew out of the hat

Pick #24 – Twins(11) – whomever they drew out of the hat

This would conclude the draft for the day.  If and when additional players register after the draft they would go to the teams as follows:

Pick #25 – Brewers(12) - Next player to register

Pick #26 – Cubs(12) - 2nd next player to register

Pick #27 – Reds(12) - 3rd next player to register

Pick #28 – Twins(12) - 4th next player to register

This would continue in this order until registration is closed
