HELENDALE SILVER LAKES LITTLE LEAGUE BY-LAWS
These rules and procedures are hereby established under article X section 3 of the Helendale Silver Lakes Little League (HSLLL) baseball, softball, rookie and tball Bylaws which allow for the implementation of additional rules and procedures to effectively organize, operate and maintain the league.
TEAM MANAGERS:
(A)Shall be approved by the HSLLL board and is required to complete a volunteer application which may include personal information and/or fingerprints as deemed necessary to comply with the State and Little League Rules.
(B)The President may hold the position of manager but is not allowed to manage an Allstar team.
(C) All managers shall conduct themselves in a professional, ethical and respectable manner when representing HSLLL at any games, meetings or events. Any violation of this section shall be grounds for discipline in accordance with the provisions listed in the operating manual.
COACHES
(A)Shall be selected by each team manager ad approved by the HSLLL Boad and required to complete a volunteer application which may include personal information and/or fingerprints as deemed necessary to comply with the State and Little League Rules.
(B)The President and Player Agent may hold the position of coach.
(C) All coaches shall conduct themselves in a professional, ethical, and respectable manner when representing HSLLL at any games, meetings or events. Any violation of this section shall be grounds for discipline in accordance with the provisions listed in the operating manual.
UMPIRES
(A) Shall be selected and appointed by the head umpire.
(B) Shall be required to complete a volunteer application which may include personal information and/or fingerprints as deemed necessary to comply with the State and Little League Rules.
(C) All umpires shall conduct themselves in a professional, ethical and respectable manner when representing HSLLL at any games, meetings or events. Any violation of this section shall be grounds for discipline in accordance with the provisions listed in the operating manual.
DRAFT RULES
The draft process will be conducted in accordance to player section system B. Options on sons, daughters and siblings will follow the operating manual guidelines and follow the operating manual. Only managers may represent their team at the draft, no coaches are allowed.
PLAYING FIELD RULES
(A) All games will start at their scheduled times.
(B) Hit sticks or similar devices will be allowed prior to the start of the game only and shall not be allowed during the game.
(C) Only 1 manager and up to 2 coaches are allowed to be in the teams dugout at the start of and during any game. One adult must be in the dugout at all times.
(D) Field prep is the responsibility of the home teams managers and coaches and shall consist of the following:
1. Dragging the dirt on the infield with the provided drag.
2. Leveling the base paths, batters box and catchers box
3. Watering down the infield dirt.
4. Marking base lines and batters box with the provided materials
5. Collecting and disposing of all trash om the field and in the dugouts.
6. Correction or reporting of any and all field irregularities or hazards.
(E) The home team is responsible for the official game book. The visiting team is responsible for the pitch count (baseball).
ALL-STAR SELECTION
(a) The HSLLL Board reserves the right to vote on which divisions HSLLL will send to any All-Star tournament.
(b) Teams need to have won 60% of scheduled games in their division to be considered for All-Stars
(c) The manager of the first place team in the division will have first option of his/her choice to manage in that division. If that manager defers, the next manager in line will be offered the option. Only managers that have maintained a good standing, with no disciplinary actions, during the season will be considered for All-Star manager.
(d) Nominations will be held prior to the meeting for All-Star selection.
(e) A meeting will be held to select the All-Star team
(f) All managers and coaches should attend the meeting. The President or designated board member shall attend and oversee the selection process. All managers and coaches in attendance will vote for the all-Star team at the level they managed/coached during the regular season.
(g) The allstar manager may choose any of the managers or coaches in their division in good standing.
(h) Each regular season manager may nominate up to 7 players from their regular season team and 1 player from an alternate team in that division.
(i) Each allstar team will have 12 players with 2 alternates.
(j) Players in each division will nominate 2 players for allstars.
(k) The first 8 players will be selected by the team managers and coaches from that division with the remaining 4 players and 2 alternates selected by the allstar manager.
(l) No more than 2 voting members per team.
(m) Managers/coaches can vote for their own players.
(n) If there is a tie for the 8th spot, there will be a revote between the 2 players that are tied. If a tie still remains, the meeting chair(board member) will break the tie.
ROOKIE RULES
(A) Games will consist of 4 innings.
(B) 10 position players will be allowed on defense, 6 infield and 4 outfield.
(C) All players will bat in a continuous lineup/ batting order.
(D) No base stealing is allowed.
(E) Each batter will receive 5 pitches from a coach. If the ball is not put into fair play, the tee will be used for one last chance to hit the ball. Batter is out after 3 swinging strikes or if unable to hit the ball into fair play from the tee on the first try.
(F) Batter dies no advance if hit by pitch.
(G) No more than 1 base will be awarded on an overthrow. Once there is an overthrow the ball is considered dead.
(H) There is a 5 run rule per inning for each team.
(I) There is no on deck circle.
(J) Players are not allowed to handle/touch a bat until leaving the dugout when it is their turn to bat. No bats are to be touched/handled in the dugout.
(K) Any minor base coaches must wear a protective helmet.
(L) Three coaches are allowed on the field when their team is on defense. A total of 4 coaches are allowed in the dugout at one time and there must be one in the dug out at all times supervising if players are on the bench.
(M) Field prep is to be done by the home team.
(N) Coaches are encouraged to have players make appropriate plays and not automatically throw the ball to the pitcher every time.
(O) The rookie allstar game will consist of combining players equally from the regular season teams. The board reserves the right to decide which teams will be combined.
MISCELLANEOUS RULES
(A) No refunds will be given after the last day in February-No exceptions.
(B) Manager/coach/parent ejections will face the following disciplinary actions: 1st offense=1 game suspension (the next calendared game). 2nd offense=board hearing for possible extended suspension or removal from attending all current season play.
(C) HSLLL must approve any uniform modifications.
(D) The day of the draft is the last day players may register before being out on a wait list and assigned to available teams in the appropriate division by the player agent in the order the registration was received.
(E) Managers must return all equipment to the equipment manager after their last game of the season.
(F) All rules and procedures contained in this document shall be enforced. Ignorance of any rule or procedure herein shall not be deemed and excuse or defense in any violation or disciplinary matter.
(G) HSLLL reserves the right to add, remove or modify any rule that is in the best interest of the league, players or coaches.
