Rules & Policies

Official Rules
1.  South Central PA Softball (SCPAS) - These rules are league-specific 2024 scpas playing rules
2.  USA Softball Rules (formally ASA) https://www.usasoftball.com/official-rulebook/
3.  USSSA Fastpitch Rules usssa_fastpitch_rules.pdf
SCPAS rules are based on USA Softball Rules and should be viewed first. If a rule is not included in the SCPAS league rules, please refer to the USA Softball rules.

South Eastern Fielding Face Mask Policy
The South Eastern Softball policy regarding fielding face masks is as follows:
-  ALL 7U players are required to wear fielding face masks at all positions during practice and games.
- ALL 10U players are required to wear fielding face masks at all positions during practice and games.
- 12U infield players (1st base, 2nd base, 3rd base, shortstop, and pitcher) are required to wear fielding face masks during practice and games.
- 14U pitchers are required to wear fielding face masks during practice and games.
- 14U infield positions are highly recommended to wear fielding face masks.
This policy is based on evolving safety concerns within the softball community, and is not exclusive to SE. Face mask policies are rapidly being enacted at other local organizations and league.

In an study published by the American Journal of Emergency Medicine, it was concluded that "being hit by a ball was the most common mechanism of injury (52.4%) and accounted for most of face (89.6%) and head (75.7%) injuries". Pitchers and third base are especially vulnerable to fast moving balls.

Equipment

Equipment Supplied by the Players:

The following equipment requires specialized fitting. For new players it may be helpful to visit a store that specializes in softball gear to get properly fit.

  • Black Softball Pants
    • 7U can wear black spandex, athletic pants, or softball pants.
    • 10U & up require black softball pants.
  • Fielding Face Mask (See Policy section): Example
    • 7U required for all players
    • 10U required for all players
    • 12U required for all infield positions
    • 14U required for pitchers
  • Softball cleats
    • Comfortable softball cleats are very important.
    • Metal cleats are not allowed.
  • Glove
    • Match glove to ball size. If your division plays with an 11″ ball, use an 11″ glove MINIMUM. A slightly larger glove is acceptable too (11.5″ or 12″). Larger gloves will be heavier & harder for young players to use.  Store your glove with a ball in it.
      • 7U - 10" Rubber Ball
      • 10U - 11" ball
      • 12U and 14U - 12" ball
    • Batting helmet with face guard: Example
      • Necessary whenever a player has a bat in their hand.
      • Must have face guard attached to the helmet.
      • Make sure the helmet and face guard are "NOCSAE" approved.
      • Make sure the helmet fits properly. Player should shake and nod their head with the helmet staying snugly in place. DO NOT look for larger sizes to grow into. Find one that fits now and it will last.
    • USSSA Softball Bat
      • 7U - Can use tee ball bat or softball bat
      • 10U & Up - Must be a USSSA Certified Softball Bat
    • Equipment Bag or Backpack - Necessary to keep track of your glove, batting gloves, bats, helmet, water bottle, etc.
