Referee Information

Introduction

Being a good and effective referee involves balancing many responsibilities. While the Laws of the Game grant virtually unlimited authority to the referee, the Spirit of the Game must also be observed. Referees must often act as judge and jury, while balancing the opposing views of the teams involved. Additionally, referees are expected to anticipate and handle all situations that occur during a match.

The following pages explain the policies and guidelines we expect you to follow while working for the Inter Atlanta FC (IAFC). We strive to become a league that people describe as having a solid and experienced pool of referees. To meet this goal, we as a league and you as our referee, must always be striving to improve.

It is our hope that the attached materials will answer many of your questions and / or concerns related to the logistics of working for the IAFC in both our recreation and select programs.

Scheduling of Games

You may call the Referee Assignor beginning the Sunday prior to the week’s games to book your assignments. If he is not home, leave a detailed message with times and dates that you are available. Remember that when you accept an assignment, you have committed yourself to work for IAFC. Canceling an assignment is unacceptable for reasons other than illness or true emergencies. Frequent cancellations may jeopardize future assignments. If you do need to turn back an assignment, do so as soon as possible. Our assignor works for several leagues and his work takes a great deal of time.

Game Reports

Game reports are not required to be sent to the league. Any game resulting in a player send off, coach dismissal, spectator dismissal, or unnatural conclusion to the game, needs to be reported to Georgia State Soccer Association (GSSA) within forty eight hours of the completion of the game. A copy of the misconduct report is located on the GYSA website at gasoccer.org.

The Referee Coordinator is always available for assistance in any misconduct issues that have arisen. Please remember to retain a copy of your misconduct report for your records and provide a copy to IAFC. Game reports may be emailed, faxed or mailed.

Failure to provide written reports of misconduct to GSSA in the proscribed manner can result in the suspension of your referee badge by the GSSA State Referee Committee. Misconduct information for Recreation program games between IAFC teams at the U6 – U10 age groups should be reported to the IAFC Referee Coordinator.

Rain Out Policy

Coaches and referees should check the IAFC website starting at 7:00 am the day of the game for cancellations.  If there is no information on website, then assume that the games will be played. You are required to show up at the field if you have not been notified prior to the start of the game.

As a referee you may determine on the field that inclement weather or poor field conditions do not permit play to begin and / or continue. You have the right and the responsibility to postpone or terminate the game. Please note that in cases of termination, we urge you to coordinate with both coaches and immediately inform the referee coordinator of your decision.

Uniform Policy

IAFC follows the uniform rules that you received during your referee course and re-certification class.

Briefly they include the following items:

a. the preferred jersey will be the gold referee jersey;
b. the preferred alternate jersey will be black with white stripes or red with black striped USSF approved jersey.

Referees must wear shorts that are entirely black with no logo. Shorts with logos, stripes or designs are not appropriate. Shorts should end no longer than three to four inches above the knee. Boxers or sliders worn under referee shorts must not be visible.

Referees are not permitted to wear pagers, sunglasses, cell phones or excessive jewelry while working.

Code of Conduct

We expect the following commitments from our referees:

a. you are required to arrive at the field no less than fifteen minutes prior to the scheduled start time of a game;
b. you will turn back any assignment with ample time for the assignor to replace you;
c. you will look and act like the professional referee that you are while you are dressed as a referee;
d. you will not play in the goal, wrestle, use profanity, juggle or dribble a ball, converse excessively with IAFC parents or players while you are dressed as a referee, on the clock or representing the USSF uniform.

If the items above need to occur after an assignment, remove all articles of clothing identifying you as a referee.

Mentors and Assessments

It is our intention to improve the quality of the officiating at IAFC. To that end we will utilize GSSA’s Assessor of the Day Program, In Service Training and a Mentoring Program for referee development. On any day, you may be assessed by one of our senior referees. This is not
intended as a pass or fail session, only as an opportunity for you to have feedback and suggestions on methods of improvement.

As a new referee, you will likely be assigned to work with our more experienced referees whenever possible. When ready, you will work as a center on a recreational game with a mentor as an assistant referee. The mentor will evaluate and assist you in understanding where
improvements can be made.

Each referee will develop at his or her own pace. Some will master certain important skills quickly and others may take much longer. Referees improve more quickly with dedication and effort and assistance from experienced referees. Referees will be assigned games based on their age, experience and degree of competence as determined by their mentors, the referee coordinator, the GSSA assessment and the assignor’s opinion.

Assault and Abuse

While every effort is made on the part of IAFC to limit unruly behavior by players and parents,abuse and assaults do take place, even on fields with experienced referees. An assault might include an act of physical violence, including hitting, kicking or punching a referee, or the act of throwing any object at a referee, or damaging the referee’s uniform, equipment or vehicle.

Abuse is a verbal statement or physical act not resulting in bodily contact, which implies or threatens physical harm to a referee or the referee’s property or equipment. If you feel that you have been assaulted or abused in your role as a referee, it is your responsibility to report the incident within forty-eight hours to the referee coordinator, GSSA and the State Referee Administrator (SRA).

IAFC Micro Soccer Rules Modifications
In addition to the GYSA Modifications of the Laws of the Game, IAFC has developed their own modifications to the rules for micro soccer at age groups, U5, U6, U7 and U8. Those rule modifications are available on the IAFC website for your convenience.

Fees

The following fee schedule is utilized to establish payments to the referees and assistant referees.Payments are made twice during each playing season, approximately mid way through the season and then at the close of the season. Concerns regarding payments should be directed to the referee coordinator.

After completing five games in one season, a referee will be reimbursed the costs of licensing or recertification, by the IAFC. It is the responsibility of the referee to inform the referee coordinator of the completion of the games and to provide proof of licensure for the repayment to occur.

At the close of each season, IAFC reserves the right to bonus referees for service to the league. To that extent bonuses are awarded for those referees who work a minimum of twenty games. The bonus has traditionally been on the order of fifty to seventy five dollars, paid directly to the referee.
