No Punting - the goalkeeper may not punt the ball at the PreK, K, 1st, 2nd/3rd and 4th/5th grade levels. If a goalkeeper punts the ball in the penalty area (18 yard box), at the 1st, 2nd/3rd and 4th/5th grade levels, an indirect free kick will be awarded to the opposing team from the spot where the punt occurred. If the punt occurs within the goal area (goal box), the indirect free kick should be awarded on the goal line closest to where the punt occurred. The ball is “live” as soon as it leaves the goalkeepers feet or hands. For PreK/K there is no penalty and the goalkeeper will get another attempt.
***
Build Out Line - When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build out line until the ball is put into play. The build out line for PreK/K is the mid-field line, for 1st, 2nd/3rd and 4th/5th the build out line will either be marked or enforced as the half-way point between the top of the penalty area and the edge of the center circle. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play. After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal.
